IDEA FOR THE 2017 ELECTIONS Pensions and pensioners
in election manifestos2 SEPTEMBER 2017
Filip Pertold, Jiří Šatava
Summary of key findings
• In their election manifestos, the parties practically fail to address support for working pensioners and ways of increasing their motivation to remain on the labour market voluntarily for longer. With the exception of Realisté, the parties thus entirely neglect one of the effective ways of increasing income both for pensioners themselves and for the pension’s pot, even though their other proposals largely increase the pensions deficit.
• Several parties propose aggregate changes to labour taxation, which might end up increasing seniors’ motivation to work beyond retirement age. However, these proposals – in particular from TOP 09 – would lead to a significant fall in revenues from social security tax.
• KDU-ČSLandODSbothproposearaiseinparents’pensionsbymeansofassignment.Bringing in assignment would, however, increase the current deficit of the pension system. The size of the assigned pension would depend on the children’s income. Parents whose children are less employable – such as invalids – or are women, in particular mothers, would thus have lower assigned pensions.
