Public Lecture: The New Economics of Higher Education

Professor Jozef Marie Mathias Ritzen is a former Dutch minister of education during the 1990s who contributed to fundamental reforms of the Dutch higher education system and research. In 2016 he received the Constance Mendrum Award. At present, he is the Professor of International Economics of Science, Technology and Higher Education, UNU-Merit/Graduate School of Governance. He also is a member of the International Advisory Board of the Charles University.

His lecture The New Economics of Higher Education will focus on following topics:

  • Higher education promotes economic development through the research, but first and foremost through the learning that leads to an increase in competencies
  • How to organize higher education so that the increase in competencies is maximized? is the principal crucial policy question to ask
  • The answer to such question might lead to differentiation between more and less research intensive universities, funding based on output measures, while university autonomy has to be the leading principle
